What happens when solar panels meet the ground?

A Fresno water-treatment plant is trying a design that removes the steel rack. The engineering story moves from supporting panels to managing an entire site.

At Fresno's Northeast Surface Water Treatment Plant, the unusual part of a new solar installation is what is missing beneath the panels. ForeFront Power says its first Erthos system entered commercial operation in March 2026. The modules sit directly on the ground, avoiding conventional steel racking. Its August announcement describes the choice as a response to a site where mounting and civil works threatened project economics.

Erthos calls the approach Earth Mount Solar. Its design puts modules close together without conventional row spacing, and the company says arrays can follow slopes of up to 15%. These are design claims, not a promise that every parcel will suit the system. They shift the question from how high to raise a panel to how the surface, layout and maintenance plan fit together.

Removing steel is only one part of the electricity calculation. is the electricity actually harvested over time. DOE's system-design programme identifies temperature, shade and dirt as sources of lost production. matters because a panel can remain electrically intact while less light reaches its cells. A comparison therefore needs the expected electricity output as well as the construction budget.

Then comes : the less visible work of keeping a plant useful. Federal energy guidance recommends comparing metered production with an appropriate model and tracking availability. Erthos separately offers an autonomous cleaning robot. That is a proposed maintenance tool, not evidence that a particular site needs no human attention. Drainage, panel access and the response to damage remain sensible questions for a project review.

The Fresno installation gives this design a working setting rather than only a rendering. ForeFront says it owns the system and sells electricity to the city under a 20-year agreement. The longer story will be written in electricity meters and maintenance records. For another project considering the same approach, the decisive comparison is the lifetime cost of delivered electricity on its own land, with its own operating conditions.
