30% by 2030: reading Israel’s electricity target correctly

Israel’s adopted target concerns electricity from all renewable sources. Its meaning becomes clearer when the percentage is separated from installed equipment and individual projects.

What does it mean for Israel to reach 30% renewable electricity in 2030? Section 1 of Government Resolution 465, adopted on 25 October 2020, sets that share of electricity generation, mainly from solar with a smaller wind contribution. It is a across the electricity system. It does not mean that every home must generate 30% of its own electricity, or that 30% of all energy used in transport, heating and industry will come from sunlight.

An imaginary electricity account makes the percentage easier to understand. If total generation were 100 units, 30 renewable units would represent 30%. If total generation rose to 110 units while renewable generation stayed at 30, the share would fall to about 27.3%. These are illustrative numbers, not Israeli measurements. They explain why the matters: maintaining a percentage as the whole system grows requires growth in the renewable contribution too.

The decision also addresses how to move towards the target. It instructed ministries to examine incentives for generation on built surfaces and for of land, and asked the Electricity Authority to consider the regulation needed, including storage. These were assigned policy tasks. The wording does not establish that every incentive was subsequently enacted or that every installation needed for 2030 has been built.

A later implementation decision, Resolution 1855 of September 2022, directed ministries to assess renewable generation and storage in government construction and infrastructure projects, and established work on accelerating transmission planning. This broadens the question from how many panels can be installed to how projects move through public institutions and connect to the system. Again, a direction to examine or plan a measure is different from a completed asset.

Following progress therefore requires a consistent reading of the evidence. A capacity announcement describes equipment; a generation report describes electricity actually produced during a period. A target describes the intended destination. Read the date, unit and measurement boundary before comparing two figures. The useful question for 2030 is whether the renewable contribution is moving towards the adopted share, supported by projects that operate and a system able to use their output.
